According to this article by Vinny Lingham, Google have a model that allows them to compete better in the regions than MSN or Yahoo!
Living in the “regions” myself, I couldn’t agree more.

The key is producing relevance. Many visitors in the regions have become conditioned to ignoring PPC ads because so few actually apply to them. Google is head and shoulders above the rest when it comes to delivering relevant regional advertising.
